How to Apply for Canada’s Provincial Nominee Program
There are two main ways to apply for this program, depending on the immigration stream selected:
- Through Express Entry
- Non-Express Entry Method
- Through Express Entry
In this method, you use the Express Entry system, and after receiving a provincial nomination, your chances of getting an invitation for permanent residence are significantly increased.
- Step 1: Check Processing Times – Start by checking the processing times for applications.
- Step 2: Confirm Eligibility – Ensure you are eligible for the Provincial Nominee Program, the desired province, and one of the three programs managed through Express Entry:
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
- Canadian Experience Class (CEC)
- Step 3: Receive Provincial Nomination – Apply to the desired province, and if nominated, update your Express Entry profile with the nomination details.
- Step 4: Increase CRS Score – A provincial nomination grants you an additional 600 points in the Comprehensive Ranking System (CRS), significantly boosting your chances of receiving an Invitation to Apply (ITA) for permanent residence.
- Step 5: Apply for Permanent Residence – Upon receiving an (ITA), submit your application for permanent residence within 60 days.
Submitting Permanent Residence Application Through Express Entry
- Program Requirements – Ensure you meet the requirements of the program for which you received an invitation.
- Time to Apply – You have 60 days to submit your application after receiving an (ITA).
- Declining an Invitation – If you decline the (ITA), your profile remains in the system, and you may receive another invitation in the future, although it is not guaranteed.
*If Your Circumstances Change – If your circumstances (or your spouse’s) change, recalculate your score. If your new score is below the minimum required, you should decline the (ITA). If you still apply, your application may be rejected, and the fee will not be refunded.
Changes that may lower your score include:

- Expired or lower language test scores
Applying for Permanent Residence
To apply for permanent residence through Express Entry, follow these steps:

Pay the processing and biometric fees.
b. Submit your application within 60 days. If you fail to apply or decline the (ITA), your invitation will expire, and your profile will be removed from the pool.
c. If your profile is removed, you must create a new Express Entry profile to be considered in future rounds of invitations.
Important Notes:
- If you decline the (ITA), your profile returns to the Express Entry pool. If still eligible, your profile will be considered in future invitation rounds.
- Cut-off scores vary in each round. If your score is not high enough, you may not receive another invitation.
- To improve your chances of receiving another (ITA), you may need to increase your score and update your Express Entry profile.

Important Tips About the Provincial Nominee Program
- Find the Right Province – Ensure you meet the eligibility requirements for the (PNP) in your desired province and then contact them.
- Quebec and Nunavut – These two regions do not have PNPs and use separate immigration systems.
- Withdrawal of Nomination – If your nomination is withdrawn before receiving an (ITA), you must delete your old profile and create a new one in Express Entry. If the nomination is withdrawn after receiving an (ITA) but before submitting your (PR) application, decline the (ITA), delete the old profile, and create a new one. If you apply without a nomination, your application will be rejected, and the fee will not be refunded.
- Non-Express Entry Way
In this way, the applicant applies directly through the province and, after receiving the nomination, submits their permanent residence application.
- Step 1: Check Processing Times: First, check the processing times for the application.
- Step 2: Check Eligibility Requirements: Review the eligibility criteria of the desired province to ensure you meet their requirements.
- Step 3: Receive Nomination: Contact the province and submit your application for nomination.
- Step 4: Apply for Permanent Residence: After receiving the nomination, submit your permanent residence application online.
Permanent Residence Application
Step 1: Submit Online Application: After being nominated by a province, you can submit your permanent residence application through the Permanent Residence Portal. It’s crucial to provide accurate information; otherwise, your application may be refused, or your eligibility to apply in the future may be revoked for five years. Also, a digital photo is required for each applicant.
*Using an Immigration Representative: If you plan to use an immigration representative, you must complete and sign the form “Use of a Representative (IMM 5475)” and submit it with your application. The representative can assist you in preparing documents and completing forms but is not allowed to sign the application or use your account.
Step 2: Pay Application Fees: To submit the application, you must pay processing fees, permanent residence fees, and biometric fees. If your application is incomplete, the fees will be refundable.
Step 3: Submit the Application: Before submitting your application, make sure that:
- All questions in the forms are answered.
- You have signed your application digitally.
- You have attached the payment receipts and required documents.
If your application is incomplete, you will need to complete it and resubmit it. The usual processing time for applications is about 20 months, including the time required for biometrics.
Additional Tips:
- After submitting the application, its status will be reviewed, and an Acknowledgment of Receipt (AOR) will be sent to you, containing your application number. You can check the status of your application using this number.
- Any changes to personal information, such as marital status, address, or immigration representative, must be promptly reported to Immigration Canada to avoid processing delays.
- Immigration Canada makes the final decision based on program requirements, financial status, medical, and security reports. If necessary, you may be invited for an interview.
After Approval:
If your application is approved, you will receive a Confirmation of Permanent Residence (COPR) and, if required, a permanent residence visa.
Issuance of PR Card:
To issue the Permanent Resident (PR) Card, you must upload a photo to the portal. The (PR) Card allows you to access the full benefits of permanent residence in Canada.
If the Application is Rejected:
If your application is rejected, a letter explaining the reasons will be provided. To reapply, you must submit a new application and meet the required criteria.

Required Documents for Provincial Nominee Program
To apply through the Provincial Nominee Program and obtain the related visa, all required documents must be uploaded online. There’s no need to send paper copies. If your documents are in languages other than English or French, an official translation with a translator’s certification or official license and a certified copy of the original document must be provided.
- Identification Documents:
- Passport: For the principal applicant, spouse, and children, valid for at least six months from the application date.
- Birth Certificate: For all children.
- Recent Photos: For all family members.
- Use of a Representative Form: If you are using an immigration representative.
- Marriage Certificate: If married.
- Divorce Certificate: If divorced.
- Death Certificate: If widowed.
- Adoption Certificate: If you have adopted children.
- Police Clearance Certificates:
- For you and all family members over 18 years old.
- For any country where you or a family member has resided for six months or more in the past 10 years.
- Police certificates are not required for periods before the age of 18 or when residing in Canada.
- Medical Examination Documents:
The principal applicant, spouse, and children must undergo medical exams to prove they do not have serious health conditions that may impose significant financial burdens on Canada’s healthcare system. These exams must be conducted by doctors designated by Immigration Canada and are valid for one year.
