Skilled Worker in Manitoba
The Skilled Worker in Manitoba (SWM) pathway is for applicants who are currently working in Manitoba on a valid work permit and have received a full-time, long-term job offer from a Manitoba employer. The applicant's connection to Manitoba is proven through ongoing employment in the province — not through invitation, family ties, or exploratory visits. The applicant's current employment in Manitoba is the strongest evidence of their connection to the province. The stronger the work experience, expertise, and alignment between the job and the applicant's education, the higher the likelihood of receiving a provincial nomination.

Research the Manitoba market, choose a geographic location (Winnipeg or outside), and research the type of business. You may attend BIS Information Sessions (first Tuesday of each month — $100 + GST).
🔍 Field ResearchSubmit Expression of Interest (EOI)
Required documents: Business Concept Form, Self-Assessment Form, MPNP Code of Conduct. Currently no EOI draws are running for BIS. MPNP aims to review EOIs within four weeks.
📤 EOI SubmissionReceive LAA and Submit Complete Application
After LAA: submit a complete application with all provincial and federal forms. Pay the Processing Fee — CAD $2,500 via wire transfer (non-refundable). Provide a Verification of Net Worth report from KPMG or MNP.
⏰ 120-Day WindowApplication Assessment
The file is assigned to a Business Immigration Officer (BIO). At least two BIOs review the file. You may be invited to an interview. If approved, you must sign the BPA.
👔 Official ReviewEntry to Manitoba and BPA Execution
After receiving the Work Permit, attend an in-person meeting at MPNP within 30 days of arrival. A BIO is assigned as your case officer. The business must be launched or purchased within 14 months.

First Progress Report: within 6 months of arrival. Final Report: no later than 20 months after arrival. Before the Final Report, the business must have been actively operating for at least 6 months.

If you are an experienced farmer, farm owner, or active investor in the primary agricultural production sector and intend to transfer your farm business to Canada, the Farm Investor Pathway (FIP) in Manitoba is one of the most specialized and structured agricultural investment immigration pathways in the country. Unlike pathways such as Express Entry, this program does not rely on CRS scores — it relies on real, operational farming experience.

FIP is one of the sub-pathways of the Business Investor Stream in MPNP. It replaces the previous Farm Strategic Recruitment Initiative and is designed for individuals who are:
- Proven Farm Operators: At least 3 years of farm ownership and operation with verifiable documentation
- Adequately Capitalized: Minimum CAD $300,000 investment in tangible agricultural assets
- Willing to Live Rurally: Must live on the farm and personally manage daily operations
- Active (Not Passive) Investors: Passive capital, third-party manager, or non-production activities are not accepted
Program Philosophy and Goals
Manitoba's goal with this program is to attract farmers who can integrate into the province's existing agricultural ecosystem — not investors who are simply seeking passive financial returns.
- ▸ Primary Producer: Activities that are not primary production may not qualify under FIP and should be considered under the Entrepreneur Pathway
- ▸ Alignment with Provincial Agricultural Statistics: Your operation must align with Manitoba's current agricultural structure and metrics
- ▸ Technical Comparability: In terms of technology, production scale, equipment, and output, you must be comparable to current Manitoba agriculture

- You must live on the farm and personally manage daily operations
- The operation must be located in Rural Manitoba
- Active participation in primary agricultural production

Your existing farming experience must be transferable to Manitoba's agricultural industry. This is evaluated based on technology familiarity, production methods, scale of operation, and ability to integrate with the local ecosystem.

📤 Initial SubmissionSubmit Full Application After LAA
After receiving the Letter of Advice to Apply: detailed instructions are sent. Net Worth verification may be required. Within 120 days of LAA, complete documents, financial report, and application fee must be submitted.

An interview may be conducted. If approved, the Nomination is issued. You must then sign a Deposit Agreement and submit a $75,000 CAD deposit.
