  1. Skilled Worker Stream

The Skilled Worker Stream under the (MPNP) is a labor market-driven immigration program designed to attract international workers with education, skills, and experience relevant to job opportunities in Manitoba. Through this program, the government of Manitoba selects eligible candidates and nominates them for permanent residency in Canada, allowing them to live and work in the province. This stream is divided into two main categories:

  1. Skilled Worker in Manitoba (SWM)
  2. Skilled Worker Overseas (SWO)
  3. Skilled Worker in Manitoba (SWM)

This pathway is for individuals with a strong connection to Manitoba through continuous employment. The program aims to attract candidates with the necessary skills, education, work experience, and language ability to contribute to Manitoba’s economy. The program consists of two pathways:

  • Temporary Foreign Workers
  • International Student Graduates with employment
  1. Temporary Foreign Workers

This category includes individuals who are working in Manitoba as temporary foreign workers and have received a long-term, full-time job offer from their current employer.

Eligibility Requirements:

  • Have at least six months of continuous full-time work experience for a Manitoba employer.
  • Receive a long-term job offer from the same employer.
  • Have sufficient proficiency in English or French to perform job duties.
  • Possess the necessary qualifications for the job, including education, training, and required licenses.
  • Your connection to Manitoba through employment must be stronger than any ties to other provinces in Canada.
  • Demonstrate in a Settlement Plan that you intend to live in Manitoba as a permanent resident.

Important Notes:

  • Individuals who do not require a work permit to work in Manitoba are not eligible to apply to the (MPNP).
  • Jobs that are part of internship programs or co-op study programs are not considered eligible work experience.
  1. International Student Graduates with Employment

This category includes international students who have graduated from educational institutions in Manitoba and have received a long-term job offer after working for at least six months full-time.

Eligibility Requirements:

  • Hold a degree, diploma, or certificate from a registered public or private educational institution in Manitoba (excluding language courses).
  • Have completed at least one academic year of full-time study in Manitoba.
  • Possess a valid Post-Graduation Work Permit (PGWP) issued by Immigration, Refugees, and Citizenship Canada (IRCC).
  • Have worked for the same employer for at least six months who has offered a permanent job.
  • Have sufficient proficiency in English or French.
  • Your connection to Manitoba through employment must be stronger than any ties to other provinces in Canada.
  • Demonstrate in a Settlement Plan that you intend to live and work in Manitoba and establish your family in the province.

Note: Some graduates may be eligible for a (PGWP) extension of up to 18 months.

General Requirements for (SWM) Applicants:

  • Hold a valid work permit.
  • Receive a full-time, long-term job offer from the same employer after at least six months of continuous full-time work for a Manitoba-based company.
  • The employer must be registered in Manitoba, have an active and legitimate business, and be capable of providing long-term employment.
  • Self-employment, unauthorized work, and work experience gained during full-time studies (e.g., co-op placements) will not be counted as eligible experience.
  • Individuals who are self-employed, business owners, owner-operators, or independent contractors are not eligible to apply under the (SWM) stream.

Note: (MPNP) will only issue a Letter of Support for a work permit if there is a genuine employee-employer relationship.

Special Conditions for International Graduates from Other Canadian Provinces:
If you have studied in a province other than Manitoba and wish to apply through the Skilled Worker Stream in Manitoba, you must have worked for the same Manitoba employer for at least one year.

  1. Skilled Worker Overseas (SWO)

This subcategory is designed for individuals who have connections to Manitoba through family ties, work experience, education, or by receiving a direct invitation from the province.

Eligibility Requirements for Application:

  1. Support from Family or Friends:
    • Having a relative or friend residing in Manitoba who can support you.
    • Providing documents proving that your supporter has lived in Manitoba continuously for at least one year.
  2. Experience in Manitoba:
    • Having at least six months of full-time work experience for a Manitoba employer.
    • Or having completed an educational program at a recognized institution in Manitoba.
  3. Receiving an Invitation from Manitoba:
    • Obtaining a direct invitation through recruitment missions or exploratory visits.

In addition to having a connection to Manitoba, applicants must score at least 60 points based on five factors (language proficiency, age, work experience, education, and adaptability). If you do not have any connection to Manitoba, you will not be eligible to apply even if you score enough points.

  1. Manitoba Support

A Manitoba supporter is someone who resides in the province, is a relative or friend of the applicant, and has the ability to assess and validate the applicant’s settlement and employment plan. The Manitoba supporter must:

  • Have lived continuously in Manitoba for at least one year and be able to provide residency documents (such as a copy of the Manitoba Health Card).
  • Be a Canadian citizen or permanent resident.
  • Prove their close relationship with the applicant and with the province of Manitoba.
  • Demonstrate that previous applicants they have supported have successfully settled in Manitoba.
  • Be capable of supporting the applicant’s settlement plan.

Supporters Are Divided into Two Categories:

  1. Close Relatives: The applicant and supporter must provide documents verifying their familial relationship.

Eligible individuals as close relatives:

  • Parent
  • Grandparent
  • Sibling
  • Uncle, Aunt
  • Nephew, Niece (child of your brother or sister)
  • First cousin

*Close relatives can support more than one applicant at a time, provided they prove their ability to do so.

  1. Friends and Distant Relatives: Their family should not currently be supporting another applicant under the (MPNP) or any other Canadian immigration program.

Individuals Who Cannot Be Supporters:

  • Immigration representatives who charge a fee for their services.
  • Individuals who have no documented relationship with the applicant.
  • Elected officials in Canada or their staff members.

Note: Applicants who have a supporter in Manitoba must provide their supporter’s name and contact information to the (MPNP). If the supporter cannot be contacted, the application may be rejected.

  1. Manitoba Experience

This means that you have previously lived in the province as a temporary foreign worker or an international student.

If you were a temporary foreign worker: You must have worked full-time for at least six consecutive months for a Manitoba employer.

If you were an international student: You must have completed a recognized educational program at a public or registered private institution in Manitoba.

Note: Studying in language courses does not qualify under this program.

  1. Manitoba Invitation

The (MPNP) regularly issues invitations to applicants identified through recruitment missions or exploratory visits.

  1. Recruitment Missions: The (MPNP) regularly participates in overseas recruitment missions, often in collaboration with Manitoba employers.
  2. Exploratory Visits: A pre-arranged trip to Manitoba that allows applicants to research job opportunities and local communities.

Eligibility Criteria for Participating in Missions and Exploratory Visits:

  • Be between 21 and 45 years old.
  • Have no stronger connection to any other Canadian province.
  • Meet the employment and adaptability requirements of the (MPNP).
  • Have completed at least one year of post-secondary education.
  • Have at least two years of full-time work experience in the past five years.
  • Obtain a minimum CLB 5 score in an approved language test.

Important Notes:

  • Receiving an invitation, participating in an exploratory visit, or attending recruitment missions does not guarantee final approval by the (MPNP) or the issuance of permanent residence visas.
  • Children residing in Manitoba cannot act as Manitoba supporters for their parents, but they may be able to sponsor their parents or grandparents under the federal Family Class program.
  • If you are married to a Canadian citizen or permanent resident, you are not eligible to apply through the (MPNP) but may apply through the federal Spousal Sponsorship stream under (IRCC).
  • The (MPNP) is not a financial support program. Applicants must be skilled workers with high employment potential and adaptability, sufficient language proficiency, adequate settlement funds, and a genuine intention to permanently reside in Manitoba.

Points Assessment in the Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program (MPNP) conducts a comprehensive assessment of all received applications and determines the applicants’ scores based on the information and documents submitted at the time of application. This evaluation is carried out in accordance with existing criteria, updated policies, and the guidelines published on the official website.

Factor 1: Language Proficiency

Points in this section are calculated based on valid documents proving proficiency in one of Canada’s two official languages (English and French). If you are proficient in both languages, the one in which you are more comfortable will be considered your first language.

*Language test results must be from MPNP-approved tests and must have been taken no more than two years before the online application submission date.

*The following benchmarks are used to measure proficiency in English or French:

    • Canadian Language Benchmarks (CLB) for English
    • Niveaux de compétence linguistique canadien (NCLC) for French

The minimum language level required for occupations classified under TEER 4 or 5 (formerly NOC C or NOC D) is CLB/NCLC 4.

  1. International Education Stream (IES)

This program provides a fast-track pathway to permanent residency nomination for international students who have graduated from designated educational institutions in Manitoba. It includes three pathways:

  1. Career Employment Pathway
  2. Graduate Internship Pathway
  • International Student Entrepreneur Pilot

Note: Students who have graduated from other provinces in Canada cannot apply under this stream but may be eligible for the Skilled Worker in Manitoba (SWM) program.

  1. Career Employment Pathway

This pathway is designed for students who have graduated from post-secondary institutions in Manitoba and have secured long-term, in-demand employment in the province.

Eligibility Requirements:

  • Education: You must have graduated within the past three years from an accredited educational institution in Manitoba. The study program must have been at least one year (two terms) and full-time.
  • Language Proficiency: A minimum of CLB/NCLC 7 is required.
  • Employment in Manitoba: You must have a full-time, long-term job offer (at least one year) in an in-demand occupation related to your field of study.
  • Financial Support: You must prove financial capacity to support yourself for six months based on the Low Income Cut-off (LICO) or be employed in a full-time, long-term position.
  • Adaptability: At the time of application, you must be residing in Manitoba and demonstrate an intent to stay in the province long-term.

Note: Some international graduates may qualify for a Post-Graduation Work Permit (PGWP) extension of up to 18 months.

  1. Graduate Internship Pathway

This pathway is designed for master’s and doctoral graduates who have participated in innovation projects and industry internships in Manitoba.

Eligibility Requirements:

  • Education: You must have graduated within the past three years with a master’s or doctoral degree from Manitoba.
  • Language Proficiency: A minimum of CLB/NCLC 7 is required.
  • Internship: You must have completed one of the Elevate or Accelerate programs in a relevant industry in Manitoba.
  • Employment in Manitoba: You are not required to have a job offer at the time of application.
  • Financial Support: You must prove financial capacity to cover initial costs (LICO) for six months or be employed in a full-time, long-term position.
  • Adaptability: You must demonstrate a long-term intent to reside in Manitoba and be living in the province at the time of application.

Application Process

This guide applies to applicants of the Skilled Worker Stream and International Education Stream but does not include the International Student Entrepreneur Pilot (ISEP), which follows a different process and does not use the )MPNP( online portal.

Steps to Apply:

  1. Submit an Expression of Interest (EOI): The applicant first creates an Expression of Interest (EOI) profile in the )MPNP( system.
  2. Receive a Letter of Advice to Apply (LAA): If you score high enough, you will receive a Letter of Advice to Apply (LAA).
  3. Submit an Application to )MPNP(: After receiving the )LAA(, you must submit the required documents and details in the system.
  4. Assessment and Selection by )MPNP(: Applications are reviewed by )MPNP( officers, and eligible candidates are nominated.
  5. Apply for Permanent Residency with the Canadian Government: If nominated, you must submit your permanent residency application to the federal government within 180 days.
  • International Student Entrepreneur Pilot (ISEP)

This program offers a unique opportunity for students who wish to establish their own business in Manitoba instead of working for a company.

Eligibility Requirements:

  • Business Experience: You must submit a business plan and have actively managed your business for at least six months before receiving a nomination. You must own at least 51% of the business.
  • Language Proficiency: A minimum of CLB/NCLC 7 is required.
  • Education: You must have completed a full-time, minimum two-year study program in Manitoba.
  • Age: Must be between 21 and 35 years old.
  • Adaptability: You must have continuously resided in Manitoba after graduation and demonstrate your long-term intent to stay in the province.
  • Financial Support: No specific deposit or net worth is required, but you must prove you have sufficient funds (LICO) for 12 months.
  • Business Performance Agreement (BPA): Upon approval, you must sign a Business Performance Agreement (BPA) before )MPNP( issues an initial approval letter for your business plan.

Application Process for International Student Entrepreneur Pilot (ISEP)

These steps summarize the (EOI) and application submission process for (ISEP).

  1. Self-Assessment
  • Conduct a detailed self-evaluation to ensure you meet the minimum eligibility requirements for (ISEP).
  • Complete the Interest Guide Form.
  1. Research Manitoba and Develop a Business Plan
  • Analyze the market conditions and business environment in Manitoba and refine your business idea.
  • Attend the mandatory (ISEP) information session conducted by (MPNP). To register, send an email to:

  • You will receive an official response via email.
  • If you do not meet the minimum (ISEP) requirements, your forms will not be reviewed.
  • Submitting these forms does not constitute an official application to (MPNP).
  1. Submit a Complete Application to (MPNP)
  • If you receive a (LAA), you must submit your complete application as per the instructions in the LAA before the deadline.
  • (MPNP) may use an approved service provider to verify your net worth and financial status.
  • All provincial and federal forms must be submitted electronically (email submission is mandatory). Paper applications are not accepted.
  • Hard copies of supporting documents may be sent via mail or submitted in person.
  • All required documents must be submitted as per the provided checklist, including a Net Worth Verification Report (if required).
  • A non-refundable application fee of CAD 2,500 must be paid at the time of submission.
  1. Application Assessment
  • Your application will be reviewed and evaluated by )MPNP(.
  • Applicants must participate in an in-person interview with )MPNP(.
  • If approved, you will receive a confirmation letter.
  • Before receiving final approval, you must sign a Business Performance Agreement (BPA) to begin implementing your business plan.
  1. Establishing Your Business in Manitoba
  • Implement your business as per your submitted business plan and commence economic activities in Manitoba.

  1. Business Investor Stream (BIS)

The Manitoba Business Investor Stream offers an excellent opportunity for investors and entrepreneurs who intend to start a new business or purchase an existing business in the province.

Program Pathways:

  1. Entrepreneur Pathway (EP):

  1. Entrepreneur Pathway (EP):

This program is designed for entrepreneurs who wish to establish a new business in Manitoba.

Eligibility Requirements:

  • Business Experience: Minimum three years of full-time experience in the past five years as a business owner or senior manager.
  • Language Proficiency: Minimum CLB/NCLC 5 is required.
  • Education: Minimum Canadian high school diploma or its equivalent.
  • Net Worth: Minimum $500,000 CAD, which must be verified by a third-party supplier.
  • Investment: Minimum $250,000 CAD for businesses located in the Winnipeg metropolitan area and at least $150,000 CAD for businesses outside these areas.

Note: It is recommended to conduct an exploratory visit to Manitoba. A business research visit allows the applicant to conduct extensive research regarding their investment or proposed business. This visit must be completed no more than one year before submitting the Expression of Interest (EOI).

Additional Points Are Awarded If:

  • Your spouse has CLB/NCLC 5 or higher.
  • You or your spouse have CLB/NCLC 5 or higher in Canada’s second official language.
  • You, your spouse, or your common-law partner have a close relative who has lived in Manitoba for more than a year.
  • Your child is enrolled in an accredited educational institution in Manitoba and has been studying full-time in an academic, professional, or technical program for at least six months before submitting the EOI.
  • You, your spouse, or your common-law partner have completed at least one year of full-time study at a post-secondary institution in Manitoba. This study must have been completed after the age of 17 with a valid study permit.
  • You, your spouse, or your common-law partner have at least six months of continuous full-time employment in Manitoba. A letter from the employer and a copy of the work permit must be provided.

Application Process for the Manitoba Entrepreneur Pathway

  1. Assess Eligibility and Conduct Business Research

First, check whether you meet the requirements for the Entrepreneur Pathway. You may be eligible for more than one stream.

Minimum Requirements:

  • Work Experience: At least three years of full-time work experience in the past five years as an active business owner (owning at least 33% of the business) or as a senior manager in a successful business.
  • Net Worth: Minimum $500,000 CAD.
  • Language Proficiency: Minimum CLB/NCLC 5 in one of Canada’s official languages.
  • Education: Minimum equivalent to a Canadian high school diploma.

Note:

  • The self-assessment form helps estimate your potential score for this pathway. A formal assessment is conducted by )MPNP( after receiving a complete application.
  • You can also register for Business Investor Stream (BIS) information sessions during your visit to Manitoba for business research. These sessions provide valuable information about investment conditions in Manitoba and the program itself.
  1. Submit an Expression of Interest (EOI) to )MPNP(

After completing your research, you can submit an (EOI) along with the following documents to:

Required Documents:

  • Business Concept Form
  • Self-Assessment Form
  • MPNP Code of Conduct

Note: Currently, EOI draws for the Business Investor Stream are suspended.

If your application meets the program criteria, )MPNP( will issue a Letter of Advice to Apply (LAA). Otherwise, you will receive feedback on why your )EOI( was not accepted. )EOI( processing usually takes 4 weeks.

  1. Receive )LAA( and Submit a Complete Application
  • If you receive an )LAA(, you must submit your complete application to )MPNP(.
  • The processing fee is $2,500 CAD, which must be paid via bank transfer. This fee is non-refundable.
  1. Application Review and Assessment
  • Your application will be assigned to a Business Immigration Officer (BIO) and will undergo a thorough review.
  • Applications that have a greater economic impact on Manitoba will be prioritized.
  • Each application is reviewed by at least two )BIO( officers before approval or rejection.

If Approved:

  • You must sign a Business Performance Agreement (BPA).
  • )MPNP( will issue a Work Permit Support Letter for you.
  • You may be invited for an interview with )MPNP( during the review process.
  1. Establishing a Business in Manitoba and Implementing )BPA)

 

  1. Manitoba Arrival Report:

After obtaining a work permit and arriving in Manitoba, you must provide your contact details to (MPNP) within 30 days. A (BIO) officer will be assigned to guide you through the process.

  1. Business Plan Implementation:

(MPNP) officers can assist with:

  • Implementing your proposed business plan.
  • Understanding the business environment and culture in Manitoba.
  • Learning about business laws and regulations.
  • Setting up operational and financial structures for a successful business launch.
  • Connecting with business support organizations.
  1. Progress Reports:
  • First Progress Report: Within 6 months of arrival.
  • Final Progress Report: Within 20 months of arrival.

*You must establish your business at least six months before submitting the final report.

  1. Receive Nomination from (MPNP)
  • If (MPNP) confirms that all (BPA) conditions have been properly met, you will receive a nomination for Canadian permanent residence.
  • The (MPNP) Director will review and send official approval via email.

Possible Reasons for Application Rejection

If you fail to comply with the )BPA( conditions, your application may be rejected. Common reasons for rejection include:

  • Failure to implement (BPA) before the expiration date.
  • Violation of (BPA) terms.
  • Inconsistencies or false information in the application.
  • Submission of fraudulent documents.

Note: Your business must create at least one job for a Canadian citizen or permanent resident.

  1. Farm Investor Pathway (FIP):

The Farm Investor Pathway (FIP) is designed for individuals with farm management experience who intend to establish a farm business in rural Manitoba. This program is suitable for those with practical farming experience, sufficient investment capital, and a willingness to actively manage a farming operation in the province.

Eligibility Requirements:

  • Work Experience: Minimum three years of farm management experience, which must be supported by valid documents.
  • Language Proficiency: Ability to conduct an interview in English or French.
  • Investment: Minimum $300,000 CAD to establish an active farm operation in Manitoba.
  • Exploratory Visit: A mandatory visit to Manitoba to familiarize yourself with the province’s agricultural conditions.
  • Agricultural Activity: The business must be involved in primary agricultural production and must be active and sustainable.
  • Net Worth: Minimum $500,000 CAD, which may require verification by an independent financial service provider.

Application Process for the Farm Investor Pathway (FIP) in Manitoba

  1. Receive Letter of Advice to Apply (LAA) and Submit a Complete Application
  • If your (EOI) is accepted, you will receive a (LAA).
  • You may need to verify your net worth and financial details through an independent financial institution.
  • Submit your completed application forms along with the required documents and pay the application fee within 120 days of receiving the (LAA).
  1. Application Review and Final Approval
  • Your application will be reviewed by (MPNP), and you may be invited for an interview.
  • If approved, you will receive a Nomination Certificate.
  • You must deposit $75,000 CAD as a performance bond, which will be refunded after fulfilling the program’s requirements.
  1. Apply for Permanent Residency in Canada
  • Once you receive your Nomination Certificate, you can apply for permanent residency through (IRCC).
  • Upon approval, you will be granted permanent resident status in Canada.
  1. Establish Your Farm Business in Manitoba
  • Within 30 days of arriving in Manitoba, you must submit your contact details to )MPNP(.
  • Business immigration officers will assist you in the initial stages of setting up and developing your farm business.

  • Temporary foreign workers residing and working in provinces other than Manitoba.
  • Spouses of Canadian citizens or permanent residents.
  • Individuals who have been rejected by MPNP in the past six months and cannot resolve the reasons for rejection.
  • Individuals with an active immigration application in other provincial or federal programs.

Note: An Express Entry profile does not count as an immigration application.

If you or your spouse have an active (MPNP) application, you are not eligible to submit another application in a different (MPNP) pathway.
