The following restrictions apply to all seven pathways under the Manitoba Provincial Nominee Program. If any of the conditions below describes your situation, MPNP is not currently available to you — regardless of which stream you might otherwise qualify for.

To apply under SWM, you must prove current employment in Manitoba as your established connection to the province. This means holding a valid work permit and satisfying one of the two qualifying conditions below.

Who can be my Supporter?

Special PGWP Extension — up to 18 months: Eligible ISEP applicants may receive a Post-Graduation Work Permit (PGWP) extension of up to 18 months to give them enough time to launch a business and accumulate 6 months of active operation before nomination.

This PGWP extension is a special advantage of ISEP that gives international graduates the opportunity to launch their business, bring it to the 6-month active operation milestone, and then apply for provincial nomination. The exact conditions of this extension are determined by IRCC.

The ISEP application process is longer than other pathways because it involves the actual setup and operation of a business. It consists of 6 steps:

Prepare Business Plan and Submit EOI

Prepare a detailed business plan and an assessment of your financial capacity. Then register an Expression of Interest profile on the MPNP Online system.

If your profile is selected in one of the draws, you will receive an LAA. You must then submit a Third-Party Verification report from KPMG or MNP within 120 days and sign the BPA.

From the outset, you enter the executive stages on a work permit, and if you fully fulfill your commitments, the province can nominate you for permanent residence. Major Change — $100,000 Deposit Eliminated: The current EP replaces the previous MPNP-B stream. Under the new EP, applicants are no longer required to pay the $100,000 deposit to the Manitoba government. This change reduces the initial liquidity burden, but the responsibility for executing the BPA remains very serious.

This is where many applications are rejected before they begin. EP has clear, firm minimums — being "almost eligible" is not enough.

📜Business Performance Agreement (BPA)

What BPA is and why it is the most important document of your file: The Business Performance Agreement is a contract between you and the Manitoba government that defines your exact commitments, timeline, investment, employment, and residency obligations. You will only receive a Letter of Support for a Work Permit once you have signed the BPA.
